President Bola Ahmed Tinubu has assented to the Nigeria Police Training Institutions (Establishment) Bill, 2024, marking a major step towards reforming police education and strengthening internal security capacity across the nation.
The new law formally grants statutory recognition to 48 police training institutions spread across Nigeria’s six geopolitical zones. The legislative initiative, sponsored by Senator Ahmed Malam-Madori (APC–Jigawa North-East), seeks to institutionalise structured police training, enhance professional standards, and align policing with global best practices.
Under the Act, five categories of police training institutions have now been recognised — Police Colleges, Police Training Schools, Police Tactical Schools, Police Technical Training Schools, and other specialised institutions.
Prominent among the newly formalised colleges are those located in Ikeja (Lagos), Kaduna (Kaduna), Maiduguri (Borno), Oji River (Enugu), Jos (Plateau) and the Police Detective College in Enugu.
The law also entrenches Police Training Schools in several key locations including Bauchi, Minna, Sokoto, Benin, Wanune, Calabar, Ilorin, Ibadan, Iperu, Jos, Owerri, and Nonwa-Tai, among others — strategically positioned to bring capacity-building closer to grassroots policing.
Equally, the Police Tactical Schools are now empowered to deliver elite operational training to specialised units such as the Mobile Police Force and Counter-Terrorism Units. These include the Mobile Training Schools in Gwoza (Borno), Ila-Orangun (Osun) and Ende-Hill (Nasarawa); CTU Schools in Nonwa-Tai (Rivers) and Gombe (Gombe); as well as the Special Protection Unit (SPU) School in Kafin Hausa (Jigawa), K9 School in Bukuru-Jos (Plateau), and the Mounted Troop School in Jos.
Similarly, specialised training facilities such as the Marine Training School in Toru-Orua (Bayelsa) and the Police Pre-Retirement Training School in Kaduna have been incorporated under the new law.
On the technical front, the legislation captures institutions such as the Police Public Relations School in Lafia and Abuja, the Central Planning and Training Unit in Jos, the Police School of Intelligence in Shere (Kwara), and the Schools of Communication in Kaduna and Ikeja. Others include the Police School of Music and Driving School in Ikeja, alongside the Veterinary Training School in Abuja.
Senator Malam-Madori described the presidential assent as a “transformative milestone” in Nigeria’s security framework.
“This Act will professionalise police training, deepen research in security management, and align Nigeria’s policing culture with international law enforcement standards,” he said.
