The Nigerian Institute of Public Relations (NIPR) has announced that engaging in public relations without its certification is a criminal offence, punishable by fines, imprisonment, or both.
Dr. Ike Neliaku, the NIPR National President, made this known during a national press conference and the investiture of Jigawa State Governor Umar Namadi as a patron of the institute. The event took place at Sir Ahmadu Bello Hall, Dutse.
Explaining the institute’s mandate, Dr Neliaku said:
“The Nigerian Institute of Public Relations was established in 1963 and became a Chartered Institute in June 1990 through Decree No. 15, now cited as CAP N114 in the Laws of the Federation of Nigeria 2004. This Act grants the institute the authority to register members, set professional standards, regulate PR practice, and monitor adherence to its Code of Ethics.”
He added that the law defines the academic and professional qualifications required for certification, positioning the NIPR as the sole regulator of public relations practice in Nigeria under the supervision of the Federal Ministry of Information and National Orientation.
Dr. Neliaku emphasized that PR is now recognized as a formal profession across federal, state, and local government levels. He warned:
“If you are practising public relations under any guise and are not certified by the NIPR, you will be prosecuted. If found guilty, you face fines, imprisonment, or both.”
The NIPR president also highlighted the purpose of the Council’s visit to Jigawa State, which was to honour Governor Namadi for his contributions to enhancing food security in Nigeria.
In response, Governor Namadi expressed his gratitude for the recognition. He reiterated his administration’s commitment to agriculture as part of its 12-point agenda, emphasizing food security’s importance to national development. He dedicated the Diamond Prize for Excellence to the people of Jigawa State, acknowledging their support and cooperation.
