The Federal Government has begun implementing the Dual Mandate Policy, allowing all Federal Colleges of Education (FCOEs) in Nigeria to award both the Nigeria Certificate in Education (NCE) and Bachelor’s Degrees in Education.
This development follows the enactment of the Federal Colleges of Education Act, 2023, signed into law by President Bola Tinubu. The new legislation marks a major milestone in the ongoing reform of teacher education in the country.
In a statement released by the Director of Press at the Federal Ministry of Education, Folasade Boriowo, the government confirmed the commencement of the policy’s rollout.
Speaking in Abuja, Minister of Education, Dr. Tunji Alausa, described the move as a “bold and progressive step” in addressing the quality and accessibility of teacher training.
“The Dual Mandate Policy represents not just a reform but a revolution in teacher preparation,” Alausa said. “It empowers our institutions, broadens access, and enhances classroom instruction across the country.”
Under the new law, FCOEs that meet the standards set by the National Universities Commission (NUC) will be eligible to operate under the Dual Mandate. The policy applies to all federal colleges, regardless of when they were established, provided they fulfill the required criteria.
