The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has declared Vice Admiral Jibrin Usman (rtd) and Brigadier-General Ishaya Bauka (rtd) wanted for their alleged involvement in a N3 billion fraud.
In a statement released on Friday in Abuja, ICPC spokesperson Demola Bakare clarified that the commission has never removed Jibrin and Bauka from its wanted list. He dismissed claims that recent amendments to the charges against them exonerated them from allegations of embezzlement and abuse of office, calling such assertions baseless.
Bakare emphasized that an active arrest warrant remains in place for the two former military officers and urged the public to assist in locating them. “To be clear, the charges against them have been amended, not withdrawn,” he stated.
He further explained, “The ICPC does not exonerate anyone from pending cases in court. It is standard procedure for prosecuting agencies to amend charges while continuing to pursue defendants who are at large or subject to bench warrants. Once they are apprehended, they will be formally charged with the initial allegations.”
He also reminded the public that the former Naval Chief was among six individuals charged in the original case filed on April 17, 2023. These charges were delivered to the defendants via their legal representatives, yet they failed to appear in court for arraignment.
Due to their absence, the commission sought and obtained a bench warrant for their arrest. On February 4, 2025, Mr. Adam Imam Yusuf, the second defendant named in the original charges, was apprehended at his residence in Gwagwalada Area Council, Abuja, while the two ex-military officers remain at large.
The ICPC is actively working to apprehend Jibrin and Bauka and assured the public that if arrested, the charges against them will be adjusted to reflect the initial allegations brought forward.
