Dear Hon. Muktar Tolani Shagaya,
I write to you as a concerned constituent and stakeholder in the educational advancement of Kwara State regarding your sponsorship of a bill for the establishment of a Federal College of Education.
While your efforts to bring more federal educational institutions to our state are highly commendable, I am aware that another distinguished federal lawmaker from Kwara has also sponsored a similar bill for the same purpose. As much as this demonstrates a shared commitment to education, the reality of legislative processes and executive decision-making suggests that having two separate bills for the same objective may ultimately be counterproductive.
It is widely acknowledged that the President is unlikely to assent to two similar bills from the same state, especially when both seek to establish the same category of institution. This situation presents a risk: instead of securing a Federal College of Education for Kwara, we may end up with neither bill progressing due to perceived duplication or divided legislative support.
To ensure the best possible outcome, I urge you and your fellow lawmaker to collaborate and harmonize your efforts. Rather than pursuing separate bills, a single, well-coordinated bill with joint sponsorship would:
1. Garner Stronger Legislative Backing – A unified bill is more likely to attract broad support within the National Assembly.
2. Demonstrate a United Front – Presenting a consolidated case to the Federal Government strengthens the argument for Kwara’s educational needs.
3. Enhance Negotiation and Lobbying Efforts – A singular approach makes it easier to secure endorsements from relevant committees and stakeholders.
4. Improve Chances of Presidential Assent – The executive is more likely to approve a well-prepared, singular proposal rather than two competing ones.
Hon. Shagaya, your commitment to the progress of Ilorin West/Asa and Kwara State is widely recognized, and your passion for youth and education is evident. However, strategic collaboration is key to achieving real legislative success. Working together with your fellow representative to push a single bill will not only increase the likelihood of its passage but will also serve as a powerful example of effective and unified representation.
I appeal to you to consider this call for cooperation in the interest of Kwara State and its future generations. Our state deserves this institution, and the best way to achieve it is through unity of purpose.
